Plumber, Seepage Investigator or Water Filter in Hong Kong?
An inside-service repair, an unexplained wet ceiling and a household filter purchase need different evidence. Start with the task you can describe. Route an inside-service plumbing job
The Water Supplies Department licensed-plumber page defines a licensed plumber as a person licensed under the Waterworks Ordinance to construct, install, maintain, alter, repair or remove fire services or inside services. The page also links the official Licensed Plumber Directory. A company name, advertisement or directory category does not replace the person’s WSD record.
Write the task before contacting a provider. Name the fixture or pipe, the affected area, the change requested and any access that building management controls. Keep observations separate from the proposed cause. Ask the provider to state who will carry out or supervise the specified plumbing work and which name appears in the WSD record.

Route unexplained ceiling or wall seepage
The Buildings Department lists several common causes on its water-seepage page: drainage-pipe leakage, water-supply-pipe leakage, defective waterproofing or seals, and rain entering through the building exterior. A damp patch alone cannot choose among them.
Record the affected surface, first sighting, changes over time, recent rain, nearby fixture use and any steps taken by building management. Take wide and close photos from the same positions. Record statements from neighbours or management as statements, not findings.
The same Buildings Department guidance tells owners to approach a neighbour when seepage may come from another flat and to seek help from the property management company or owners’ corporation. It directs unresolved cases to 1823 for Joint Office assistance. The Joint Office handles the public-health nuisance function described on that page and may refer building defects or water wastage to the responsible department.
Ask an investigator to put these points in writing:
- the area the investigator will inspect and the possible sources they will test;
- access needed to your unit, another unit or a common area;
- tests proposed and the limit of each test;
- observations, test results and unresolved alternatives;
- the repair role the investigator recommends from the findings.
Choose the repair role from the evidence. A confirmed inside-service pipe problem may lead to licensed plumbing work. Drainage, waterproofing, exterior-wall or common-area findings can call for another building professional or contractor. Keep investigation and repair quotations as separate records when different parties perform them.
Route a water-filter purchase
The Water Supplies Department’s filter-use tips state that WSD-supplied drinking water complies with the Hong Kong Drinking Water Standards and does not need further treatment by a filter. A household may still compare a filter for a stated product preference. Define the product type and the result claimed by its manufacturer before comparing models.
WSD’s voluntary label scheme covers material safety for registered drinking-water dispensers and filters. The label’s QR code links to product details such as registration number, product type, brand, model and validity. WSD says the scheme does not verify the product’s claimed filtration, treatment, heating, cooling or flow performance. Check performance evidence under the exact model rather than treating the label as a performance certificate.
Check the installation next. The WSD tips say an application is not required for a domestic faucet or countertop filter without a stop valve. The same guidance tells customers to engage a licensed plumber to submit a proposal for WSD approval for other covered installations. Give WSD or the plumber the exact model and connection method instead of applying the exception to a different setup.
Keep the model number, seller’s product sheet, label record, connection method and maintenance instructions together. WSD tells users to follow the manufacturer’s maintenance instructions because poor maintenance can create water-quality problems.
