Hong Kong Tap Water Quality: Do You Need a Water Filter?

Filter marketing answers this question before anyone looks at the tap. The official record supports a narrower path: read what the public supply already covers, check the building behind your tap, and then decide what remains for a filter to do.

Start from what the supply already does

The Water Supplies Department treats raw water through coagulation, sedimentation, filtration and disinfection, and states that the drinking water supplied to customers complies fully with the Hong Kong Drinking Water Standards. The Government adopted the 92 parameters of the WHO Guidelines for Drinking-water Quality as those standards and announced the latest edition on 23 April 2025.

The same WSD page describes a monitoring regime that samples water from catchments through treatment works and distribution systems to consumers’ taps, with drinking water quality data for the preceding 12 months published half-yearly. Read the current published data before assuming a supply problem. The tables record what was measured; a sales page records what a seller wants measured.

Check the building’s inside service before blaming the supply

WSD notes that drinking water quality can be affected by the condition of a building’s inside service, and advises property owners and building managers to carry out proper maintenance of the inside service and regular cleaning of water storage tanks. A problem noticed at one tap in one flat points first at the pipes, fittings, and tanks behind that tap, not at the treatment works.

Ask building management when the storage tanks were last cleaned and whether the building keeps a maintenance record for the inside service. For a structured version of that record, WSD’s Water Safety Plan for Buildings gives owners and property management agencies published guidelines, with a template and a checklist, to protect water quality within the building’s inside service.

Two habits change water at the tap more than most equipment. WSD advises running the tap for at least two minutes after long stagnation, for instance overnight, before using the water for drinking or cooking. It also advises against drinking or cooking with water from hot water taps.

Decide whether a filter answers a verified problem

Name the problem before pricing a solution: a taste, a smell, discolouration, visible particles, or a metal concern after replumbing work. Match the named problem against the published water quality data and the building checks above. A filter bought without a named problem cannot be judged or replaced on evidence later.

On metals, note the limit WSD states: not all water filters can reduce metal levels in water, and filters certified by NSF Standard 53 are among those recognised as capable of reducing lead in water. Check a specific model’s certification scope against your named problem before buying.

No filter changes the conditions behind the tap; tank cleaning and inside-service maintenance stay with the owner and manager. For product-type comparisons, see the water filtration guide. If the underlying problem looks like plumbing or seepage rather than water quality, start with choosing the right provider.

Maintain any filter you keep

WSD advises following the manufacturer’s instructions on the use and maintenance of domestic water filters and pour-through pitcher filters, including timely replacement of major parts, to prevent bacterial growth. A filter running past its replacement schedule adds a risk at the tap instead of removing one.

Keep the purchase record, the cartridge schedule, and each replacement date together with the building’s water documents. Filter suppliers and installers appear in the company directory.

Common questions

Is Hong Kong tap water safe to drink without a filter?

WSD states that the supply complies fully with the Hong Kong Drinking Water Standards and publishes monitoring data, sampled up to consumers’ taps, every half year. Water at a specific tap still depends on the building’s inside service and storage tanks, so check the building’s maintenance and tank-cleaning records before deciding anything about your own flat.

Will a water filter remove lead after replumbing work?

Not every filter reduces metals. WSD says filters certified by NSF Standard 53 are among those recognised as capable of reducing lead in water, and separately advises running the tap for at least two minutes after stagnation before drinking or cooking. Match a model’s certification scope to the specific metal you are concerned about.

Can a badly maintained filter make water worse?

Yes. WSD warns that domestic filters need the manufacturer’s use and maintenance instructions followed, including timely replacement of major parts, to prevent bacterial growth. An overdue cartridge sits between the treated supply and your glass.

Who looks after the tanks and pipes inside my building?

WSD advises property owners and building managers to maintain the inside service and clean water storage tanks regularly, and its Water Safety Plan for Buildings gives owners and management agencies guidelines with a template and a checklist. Ask your management office for the latest cleaning record.
